arms control, conflict prevention, and conflict

Expertise:
Major General Fakhr served as director
of the National Defense College and of the Nasser
Higher Military Academy. He was editor in chief of
the Defense Magazine (1984-85), adviser to the
National Defense Council in Cairo, and adviser to
the prime minister for military affairs (1985-1989).
He represented Egypt to various international
forums, including the Madrid peace conference (1991)
