Dr. Helal has been recently appointed
as the Minister of Youth. He is one of Egypt's
leading political scientists and has written
extensively on Arab and international politics

Expertise:
Dr. Helal was acting secretary of the
Higher Council of Universities (1994-1997) and
director of the Center of Research and Political
Studies in Cairo University (1986-1994). He served
as member of the Egyptian delegations to the
preliminary conference of the multilateral Middle
East talks in Moscow in 1992 and to the Madrid peace
conference in 1991
